Two more initiatives reach 25% signature threshold
November 13, 2025 / By Tom Ross

Yesterday, the California Secretary of State announced that two healthcare-related initiatives have reached the 25% signature threshold.

  • Initiative 25-0008 would require community health clinics to spend 90% of their revenue on program services, including, but not limited to, patient services, rather than on management and overhead.
  • Initiative 25-0009 would limit compensation for health care executives, managers, and administrators at certain hospitals.

Proponents of both measures have until April 6, 2026, to submit all 546,651 signatures required to qualify the initiative statutes for the November 3, 2026, General Election Ballot. There are at least five initiatives with paid signature gathers on the street, and more expected next year.

Stay tuned for more updates and breaking news.
