2026 Statewide Ballot Measure Update

As the final weeks of April wind down, the first two measures cleared signature verification and officially became eligible for the November ballot.

  • Initiative 25-0006: The “Local Taxpayer Protection Act,” which caps new local real estate transfer taxes at the state statutory limit and restores the two-thirds vote threshold on all local special taxes.
  • Initiative 25-0013: Authorizes up to $25 billion in bonds to provide eligible homebuyers with fixed-rate loans covering up to 17% of the price of a qualifying newly built or newly converted home.

Three additional measures have submitted signatures to County Election Officials for verification:

  • Initiative 25-0007: Requires government-issued photo ID for in-person voting and the last four digits of a government-issued ID for mail ballots.
  • Initiative 25-0008: Requires certain community health clinics to spend at least 90% of their revenue on program services advancing their charitable purpose.
  • Initiative 25-0009: Prohibits certain hospitals and medical entities from paying executives, managers, and administrators more than $450,000 in total annual compensation and requires annual reporting.

Despite the recommended April 17 deadline to allow counties time to complete both the initial raw count and random sample verification ahead of the June 25 certification deadline, we still expect as many as 11 initiatives to submit signatures for verification in the coming days.
