Tom Ross is a seasoned political strategist and public relations expert who has spent over three decades shaping California’s future. Known for turning bold ideas into reality, he’s led the charge on ballot measure campaigns, directed hundreds of millions in political contributions, and provided strategic counsel for global brands, private equity firms, and influential associations.
Since 1996, Tom has played a pivotal role in many of California’s most consequential ballot measure campaigns, including passing redistricting reform and open primaries, combating shakedown lawsuits, and establishing a two-thirds vote requirement for fee increases. As a lead strategist, he has successfully spearheaded campaigns to defeat statewide tax measures, including the recent split-roll property tax initiative.
Tom has built a reputation for his sharp, clear-eyed assessment of electoral strategy, earning him the trust of major donors, federal super PACs and state independent expenditure committees. His expertise has contributed to winning hundreds of campaigns and shaping outcomes that resonate across California and beyond.
Working with global brands, private equity firms, and influential associations, Tom develops innovative strategies to tackle public policy challenges and shape public opinion. His work has strengthened corporate reputations, amplified the voices of small businesses, and delivered measurable results through impactful campaigns — resulting in over $4 billion in capital investments across California communities since 2022.
A proud graduate of Gonzaga University, Tom lives in California with his wife, Shannon, and their two daughters, Fiona and Amelia. A cancer survivor, he finds inspiration in the outdoors and can often be found enjoying Lake Tahoe when he’s not working.
