2026 Statewide Ballot Measure Update

The final days of April and the first week of May brought a significant wave of activity from measures aiming for the November ballot.

Since our last update, the Voter Identification initiative cleared verification and became eligible for the November ballot, while 11 others have submitted signatures to county election officials for the initial raw count and verification.

Initiatives Pending Raw Count of Signatures

  • Initiative 25-0026: Authorizes $8.4 billion in state general obligation bonds for immunology and immunotherapy research (technologies that use the body’s immune system to treat disease).
  • Initiative 25-0040: Requires that any new special tax enacted after January 1, 2026, must be paired with a plan for government agencies to eliminate their lowest-performing programs and reinvest at least 10% of the revenue into higher-performing programs.
  • Initiative 25-0041: Prohibits the state from imposing any new taxes on retirement accounts, personal savings, or individually-owned assets, and requires that all new taxes apply only prospectively.

Initiatives Pending Verification of Signatures

  • Initiative 25-0008: Requires certain community health clinics to spend at least 90% of their revenue on program services advancing their charitable purpose. Random Sample Deadline: 5/27/26
  • Initiative 25-0009: Prohibits certain hospitals and medical entities from paying executives, managers, and administrators more than $450,000 in total annual compensation and requires annual reporting. Random Sample Deadline: 5/27/26
  • Initiative 25-0016: Permanently extends the increased income tax rates established by Prop. 55 for high-income Californians, currently set to expire in 2031. Random Sample Deadline: 6/10/26
  • Initiative 25-0021: Requires health care labor organizations to annually disclose to their members the total amounts spent on political activities, including contributions to candidates, elected officials, political parties, ballot measures, and legislative or administrative lobbying. Random Sample Deadline: 6/11/26

The Secretary of State initiated the random sample period for each of the following four initiatives, despite multiple counties (including Los Angeles) not yet having reported the raw count of signatures.

  • Initiative 25-0022: Caps attorney fees at 25% in auto collision lawsuits. Proposes establishing standardized rates for medical expenses based on Medicare, Medi-Cal, and national health insurance databases. Random Sample Deadline: 6/17/26
  • Initiative 25-0023: Reforms CEQA to streamline environmental review and permitting for “essential projects” such as housing, clean energy, water, infrastructure, and public-safety facilities — by imposing fixed deadlines and reducing procedural delays. Random Sample Deadline: 6/18/26
  • Initiative 25-0024: Imposes a one-time 5% tax on the net worth of California residents with more than $1 billion in wealth to raise revenue to address anticipated Medi-Cal and public education funding shortfalls. Random Sample Deadline: 6/18/26
  • Initiative 25-0029: Holds rideshare companies liable for assault that occurs during or as a result of rides, while requiring “rigorous background checks” and the disclosure of driver sexual misconduct. Random Sample Deadline: 6/18/26

With the June 25 deadline for proponents to withdraw their measures and the Secretary of State to certify the ballot quickly approaching, county officials are working through raw counts and random sample verification (in the midst of conducting the June Primary Election) simultaneously.
